Electricity is the foundation of the economic development of China's national economy. The economic growth and technological advance have brought fast development on Chinese industry and agriculture, which not only boosts the power consumption in China, but also poses a higher requirement for the development of power companies. In these companies, fuels are inevitably vital, and the business on them directly decides the stability and income for a company to produce constantly. However, the management of fuels are very complex, involving purchasing, transportation, storing management and so on, so to informatization the process is a vital approach to raise the management level.This essay is based on the research carried out in a thermo power company, which summarizes and sorts the status-quo of fuel management systems home and abroad. In the mean time, it compares the technologies that have been used in system developing process, selecting the key techniques: this system is based on three-layer framework of B/S to design its framework, J2 EE, SSH, MVC modes, SQL Server database, JSP technology and Java language. Combined with our current businesses, operations such as management on evaluation and account settlement have been analyzed in detail to meet the demand of transactions. The framework is designed according to software and physical structures. This essay also covers the safety design of the system, and offers a package structure. Besides, the essay provides an outline of the software's functions, which helps obtain the function framework. This is followed by a detailed design of the concept and logic of the database. Finally, the essay demonstrates the design on management links, including budgeting, settlement, consumption, stock and reporting. This is illustrated by sequence diagram and activity diagram. After testing the program on its functional level, the results have met the expected aims.The contents of the essay is closely related to the writer's work. Via the design and practice of the system on fuel management, the writer hopes to provide reference of relative system, and at the same time lay a solid technological foundation for the management efficiency and quality for the company.
