With the popularization and development of computer network, the information level of university education has become an important measure of the development level of colleges and universities. Through the application of this system, we can change the traditional media as the main storage form of the way, to use the computer for storage, greatly improving the security and easy management of the storage information, and can effectively save the economic cost of the school as a result of the use of a large number of paper documents. The main contents of this paper include:(1) Research the actual situation of the whole process of college and University, Guizhou university of commerce as an example, to find out the problems in the work of University award and punishment information management, according to the research data, combined with the reality, determine the system's solution, design including students personal information management, rewards and punishments, the students management, class management, system maintenance management and system user and authority management and other seven functional modules.(2) Design the overall architecture and module structure on the reward system, proposed the overall design ideas, combined with the incentive of the business process, for each module function and detailed structure design According to the role of the system, the security of the system is classified, and the distribution of authority is considered. In addition, the database of the system is designed, the main body of the system and its properties, and the main form of the database are analyzed.(3) According to the functional structure design of each module, the system function module is realized. The code and program of each module are written, and the running results of the modules are given. The system can be run and provide effective help for the construction of the University's information system, and provide the theoretical basis and examples for future research.
