The moral education management is the first priority of the school management, especially in secondary vocational schools, where the quality of the student pool is not good and their family backgrounds is also complicated, where the management of moral education is short of systematicness, the school spirit is bad and the students have no intention of study. This is the social assessment of the secondary vocational schools. Hence, it is very urgent to improve the management level of moral education and boost the cultivation of school spirit through the application of advanced technologies.To develop such a software for secondary vocational schools, researches have been carefully conducted on all the relative management software on moral education from home and abroad and on their advantages and disadvantages, which gives birth to the rewards and punishments management system for Xinhui Vocational School of Mechanical & Electrical Technology’s moral education. This system is a kind of software which lets the management of students’moral education realize informatization, reduces the work pressure of class advisors and finally achieves the fine management of moral education. In this paper, it firstly concludes that the package diagrams of system’s overall functions and sub-functions consist of the basic data management, the query and management of students’ moral points, the notification management of students’ major rewards and punishments, family-school connection management and system management by the way of optimizing the original work flow and conducting the case study and case description of the rewards and punishments management system. Then, by further data analysis, it draws out the diagrams of entity classes among each system management modules and the building of the corresponding database tables. At last, it illustrates the following research and analysis so as to make the system as perfect as possible.
