The Design And Implementation Of Health Administrative Punishment Management System For Hebei Province

The central task of food safety and health supervision in Hebei Province is to deepen the medical and health administrative reform. We need to comprehensively strengthen the construction of the health supervision and regulation system, and strive to strengthen the completion of all law enforcement personnels’ standardize behavior of health supervision, showing the general public and others their professional attitude that they do their duties according to law and enforce the law for people, also improving abilities of risk communication of food safety, investigation of accident epidemiology and risk assessment of food safety, enhancing the ability of identification of non-food substances in foods, illegal drugs and unknown causes of pathogenesis of foodborne disease, and the ability of risk assessment of food safety. Informatization is rapidly developing in the whole world, everything is going closer to the information technology, the health administrative penalty in Hebei has been lack of appropriate management systems on Internet, and its regulatory effectiveness and level of law enforcement have their relative flaws.The system uses computer and software technology to provide staff with user-friendly, strong functional management platform of hygienic security, and comprehensively regulates the platform. In this paper, we made a systematic and detailed description of the design and implementation of online management system of health administrative penalty in Hebei, which mean we made further detailed description of needs elicitation and analysis, system design, system implementation and the process of implementation and testing. The system uses Struts, hibernate and spring technology for overall architecture design. And we also described the design of the required system databases.The system will help the unit management personnel to do their jobs:general punishment, simple punishment, query statistics and case management according to the health punishment cases information, and it has many sub-functions, such as registration, modify and deletion of cases information and accepting and hearing a case, filing, investigation and evidence collection, the end of investigation, panel discussion, collective discussion, the decision on punishment, notice of penalty, execution and closure of the punishment cases. Based on the actual situation of health administrative punishment work in Hebei, and combining with the current workflow of case punishment, the system implements informatization of the administrative punishment work, improves the staff’s work efficiency and penalty efficiency of punishment cases, and achieves unified management of hygienic security information in the whole province.
