In 2011,our country began to appear a wide range of fog haze weather phenomenon, so that the word “haze” began to gradually by the attention of the community. In 2013, the eastern part of our country appeared a rare heavy fog and haze pollution phenomenon,” haze" and "PM2.5" these hot words for a time became the focus of media and public attention. By the end of 2015, most of the regions of China suffered severe fog and haze attacks, which, Beijing, Nanjing, Wuhan and other places to become severely affected areas. The long duration of the haze, a wide range of pollution, and gradually evolved into environmental crisis events, becoming a significant social issue, causing a new round of public opinion. Based on the haze frequent weather phenomenon, the change of meteorological information are being subjected to the media attention, meteorological communication also gradually form and develop.In the perspective of a theoretical framework, this study selected in Mainland's "People's Daily" and Taiwan's "United Daily News" as the object of study of comparative analysis, sample selection time to July 1, 2014, until July 1, 2015,a total of 153 samples collected relevant papers. This study from the number of reports, reported that the theme, the report layout, sources, news genre and reported tone six aspects of research and analysis, and then discusses cross-strait media dissemination of meteorological haze issue is how to construct, and analysis of cross-strait issues spread coverage of meteorological reports framework set by the similarities and differences, to summarize the reasons and found the problem, the paper puts forward the reasonable suggestions, and constantly improve the media transmission of meteorological reports.Through the two newspapers of the "people's Daily" and "United Daily News" analysis, this study argues that in reports of “Beijing haze” event, two newspapers showing different reporting framework, but there are certain similarities in some aspects. In the number of reports both newspapers have focused on during the "two sessions" in March. In the set of reports the theme focused on fog phenomenon description and haze management measures, the layout setting differences, sources are more diverse, different emphases of the genre of news and two newspapers were on reporting the positive tone.In this paper, we mainly study the construction of the framework of the media coverage of meteorological communication in the event of “Beijing haze”. At the same time, this article is based on the comparative study on both sides of the media, media on the selection of news and reports are deepening. Of course, due to the different positions of the respective representatives and the different news culture, there will be differences in the spread of public issues, the comparative study of these differences is conducive to promoting the exchange and development of cross-strait media.
