With the development and progress of communication network technology and computer technology, the technology called TD-LTE, as a leader in communication technology, has attracted much attention. The private network communication system built with the TD-LTE technology as the core has been widely used in government, military and enterprise management. For the daily communication, special task, emergency command scheduling, it provides high quality, high efficiency and reliable communication guarantee,and embodies great superiority. In the order to maximize the integration and utilization of network information resources, better operation, monitoring and maintenance of access devices in TD-LTE private network communication system, it needs to design a network management system with network management function, so that the TD-LTE private network communication system can provide a more secure and efficient service for the user.The system uses the client server system architecture, using the Eclipse development tool,using the Java programming language for software design. It realizes the effective control of evolved packet core and distributed base station in TD-LTE private network communication system. The specific contents of this paper are as follows:1. Based on operation, maintenance and monitoring requirements of the evolved packet core and distributed base station system in TD-LTE private network management function,the component architecture and communication architecture of network management system are designed. Different from five kinds of management module of the traditional network management system, it clearly analyzes seven kinds of management module,including the composition, function and design process.2. It proposed a intelligent polling algorithm based on the Markov chain. According to the change of the object value of the monitoring parameters, the polling interval time is adjusted dynamically in the most effective way, so that the fluctuation of the object data is more accurate, and the real-time performance of the network management system is realized.3. In order to make the date storage of the network management system more clear and efficient, the efficient data storage strategy based on XML is proposed.4. Expound emphatically the design and implementation of specific functions in the network management system. Not only discuss the purpose, characteristics and significance of each function, but also discuss the detailed plan in depth. In the design of functions, according to the characteristics of some functions, with the latest technology and method, it proposed some innovative optimization schemes to realize the requirement of the function better.
