The real competition in contemporary world is the national comprehensive power which represented by economy and technology. Since the science and technology is the primary productive force,the improvement of the strength on science and technology without inputting scientific facilities,experiments,as well as manpower and material resource. Compared with the developed countries such as Japan, they all attached great importance to innovation and technical research. Those countries which had successfully established a platform for sharing of scientific facilities resources and making convenient for coordinate with scientific stuff, for which has enhanced the ratio of using instrument equipment. Meanwhile, the facilities in our country which represented by the low degree of management and resource sharing and using. Therefore, National Ministry of Science and Technology as well as the Ministry of Finance make the “Opinions” jointly. That is Opinions on the opening of the country's major scientific research infrastructure and large-scale scientific research instruments to the public. It clearly put forward to establish a unified platform for scientific instrument, and establish corresponding incentive mechanism and equipment for public sharing evaluation system of rewards and penalties. The platform for scientific management of instrument sharing is of great significance and value, and it is also an important aspect of the construction of the platform, and even the key to realize the sharing of resource data. It is well known that the traditional developmental mode named Service Oriented Architecture(SOA) of software has produced a large number of “Islands of Information”, and since the heterogeneity and complexity of data, which will lead to the difficulty to realize data integration, meanwhile, with the appearance of new business and demand, they often pushed off the original system and to do new development, which will not only increase the cost, but also waste time and go against problem solving. To some degree, the “information island” is a technical reason which impede the resource sharing of scientific instruments and equipment. Therefore, this paper based on the service platform supported by project of Sichuan large scale scientific sharing equipment and management, which has applied the data oriented architecture(DOA) to complete the design and development of scientific instrument platform. DOA is the identification data which mean to break the business oriented software system, and establish data oriented system. Through the unified data registry(DRC), it will for all data registration and management.The main work in this paper is summarized as follows:(1) The author has made a detailed analyze on management of facilities sharing and construction of service platform of Sichuan province. By using the data oriented architecture DOA, the overall framework on the design of scientific instrument management and service platform as well as the design of the main functional modules are successfully completed.(2) This paper introduces the related knowledge of metadata, and the registry Metadata specification through research and design of scientific instrument platform by the author. On that basis, the author has accomplished the register and design of functional module as well as the underlying data storage of that platform. Meanwhile, he gives detailed analyze and introduction on this scientific instrument platform with distributed data registration center.(3) The author has designed the query and retrieves for the instrument management and data registration center.(4) This paper gives the basic causes of “information isolated island”, and analyze the advantages and disadvantages of the existing popular data. Therefore, the data integration scheme has been put forward, and the method of data integration is presented.The innovations of this paper are as follows:(1) A model of data registration center in scientific instrument management and service platform is put forward, which is based on DOA data oriented architecture. Based on the concept of data oriented to construct new software developmental framework so that to achieve a new model of scientific instrument management and service platform. On this basis, the data registration center of the instrument platform is registered and managed by the data registry to realize the self- adaptation of the instrument platform system and the application of the data.(2) A heterogeneous data integration scheme based on data registration center has been designed by the author. The instrument platform based on the data registration center can facilitate the integration of data resources with other systems, as well as maintain the consistency and integrity of data. It reflects that the advancement of instrument platform through data registry can effectively solve the problem of the information isolated island.(3) To implement a scientific instrument sharing management and service platform which based on Data Registry in DOA data oriented architecture. Sichuan scientific instrument management and service platform has been using online. It has been achieved the sharing of scientific equipment. Management and service, and improved the management level of the relevant units. In order to continuously improve the utilization of scientific instruments and equipment, and serve the society, it has made a certain contribution. This paper completed a new technology application and innovation research.
