The thesis talks about the major task of the project, Pivotal Technology Research on Instruments Sharing & Construction of Application System, which is one of the sub-items of the scientific and technological basic condition platform, Construction and Integration of Large-scaled Scientific Instruments'Resources, conducted by the Department of Science and Technology, Ministry of Education, along with 31 provinces and cities national-wise in 2005. The project focuses on integrating scientific instruments and relative resources information from Instrument Centers, Centers of Forecasting and Analysis, Experiment Bases, and other relative units located all over the country into one unified national platform through constructing the national portal platform of scientific instruments. It provides comprehensive services to all types of customers; enhances the availability of the sharing services of current large scientific instruments; promotes the resources of physical scientific instruments sharing via information sharing; avoids unnecessary purchases of the same instruments; boosts the cooperation of scientific research and tackle the key research projects; and finally push forward the research ability and depth as a whole.The paper mainly illustrates the current situation of the informationization of the national large-scale scientific instrument resources. In addition, a completed proposal of the design and implementation of the national portal platform of scientific instruments is provided in this paper. Devised by various customers'requests and themed by regulating the relative technical elements of large-scaled scientific instruments and analysis techniques, the paper demonstrates the overall design of the national large-scaled scientific instrument portal platform, combined with the distinguished features of instrument resources distribution in the country. The paper also mentions the ways of designing and developing the data process between its original location and the portal, as well as the way of realizing the collection of national instrument resources information and its connection with other resource centers.Based on the current situation of software development techniques and taken in consideration of the factor of the system structuring, modularization, and performance efficiency, the system design adopts Browser/Server architecture. Based on the security and size of the database, the background database employs Oracle 10g. In consideration of the extendibility of the application system and the transportability and compatibility of programming, the system uses Java as the major system development language. In order to ensure the interoperability of the system, the operating system uses Linux, and the Web application server uses Tomcat 5.X from the Open Source. Therefore, the stability, security, availability, extendibility, and interoperability of the system are ensured.Now, the portal platform has been completed and put into operation. It has an accumulated 3.5 million person-time accesses up-to-date. It has integrated and collected more than 280 thousand pieces of information of large-scaled scientific instruments and relative resources in total, including more than 24 thousand piece of information for instruments worth 300 thousand CNY or above. It provides comprehensive searching services on the information of scientific instruments to all kinds of scientific and administrative customers.
