With respect to the information construction of large-scale enterprise and government, their information systems'construction is distributed and staggered, thus result in the phenomenon of"isolated information island". The most direct approach of resolving"Isolated information island"is to pull down the existing systems entirely and rebuild a unified, large, complete system. It is unrealistic to overwhelming majority of enterprises and governments. If the number of application systems of enterprise and government is too large and the application systems are complex, it causes a complex point-to-point netlike structure. This one-to-one direct read/write or invoke method can cause tight relation among systems, thus makes the maintenance of system difficult. Therefore, it is necessary to research an efficient mechanism of data exchange to resolve"isolated information island".The main work and innovation of this paper is establishing semantic information model using ontology and putting forward a content-based data exchange mode using J2EE architecture. This mode ensures the loose coupling among data exchange nodes, supports acquiring data voluntarily to ensure the acquired data in time and transferring data by point-to-point among data exchange nodes, alleviate the load and network congestion of data exchange center greatly.Firstly, considering the distributed data sources which are heterogeneous and the existing new-developed and old systems, in order to solve data exchange among them, the first problem is to resolve semantic description of information. Thus, this paper makes use of ontology to construct semantic information model and describe the relationship among data sources.Secondly, the structure of the data exchange system is proposed. The structure and functions of data exchange engine which is the core of data exchange center. Semantic analyse of data request, query decomposition and conversion rules are introduced in detail. Then, this paper analyzes the function of data exchange communication component, data exchange adapter component and data load component which are parts of data exchange node. Last, the advantages and defects of point-to-point mode by which data is transferred among data exchange nodes.At last, the realization of content-based data exchange mode is discussed and an example is given to illustrate this mode.
