As an enormous challenge posed to telecom operators, radio network capacity planning is becoming increasingly complicated with the on-going development of mobile data services. Moreover, network planning results, the basis of high quality and high efficiency network operation, will affect the quality and development prospect of services provided by operators, and further affect operators'ROI.To solve the challenging issue of system capacity, ZTE draws on its rich network construction and O&M experience to propose this effective software system, namely UMTS Network On-line Capacity Planning System. Network capacity planning and design is realized by this system based on the analysis of the existing network's traffic statistics. This thesis elaborates on the design and implementation process of this system. Starting with basic principles of capacity planning, the author explains the index system used in capacity planning and analyzes the requirements of UMTS network capacity planning process in depth. Given the capacity planning methods in practice, the author designs and elaborates on the functional modules, completing the system modeling step by step. Besides, the author also describes the structure and functional testing of this software system according to the software testing theory. The overall design and realization is conducted in strict accordance with the requirements and methods of software engineering.Constructed on the client-server framework, this software system is realized by C++ and Oracle. Now, it has been tested and put into use in engineering projects. It obviously promotes the work efficiency of onsite network planning engineers. The UMTS planning proposal output by this system is pretty convincing. The actual use proves that the design and implementation plan mentioned in this thesis is indeed feasible, and the development objective is realized.
