With rapid development and fast integration of mobile communication technology and Internet technology, the generalization of the terminal and network inspired the requirement of intelligentization and informationlization of society that the Internet of Thing (IoT) technology based on wireless communication networks arises at the historic moment. Machine-to-Machine (M2M) communication as the chief application of IoT at the early development stage that research on the bearing performance and optimize the key technologies of M2M services based on the wireless celluar netwok have the great significance in promoting the development of IoT industry and extension the IoT market.Based on the above technical background, the qualitative analysis on theory and the quantitative evaluation by simulation are built to assess the carrying performance of some typical M2M applications over UMTS networks. And propose the forward solutions of the radio resource management for the specific application scenario of M2M based-on UMTS. The main work in this article can be described as follows:Evaluate the bearing performance of UMTS-based Intelligent Transportation System (ITS) and research the corresponding wireless resource management schemes. First of all, using the access delay, the network throughput and the packet loss rate three key parameters to assess the bearing performance of ITS based-on UMTS networks, which scenario with the typical characteristics, such as terminals moving in high-speed and massive vehicles, multi-services coexistence with different Quality of Service (QoS) requirements, etc. Then, a dual handover prioritization (DSHP) scheme which is composed of two layers prioritization design is proposed to promote the performance of soft-handover in UMTS network as well as guarantee the different QoS requirements of multi-services in ITS from the macro-micro control. A mathematical analysis model is established for the proposed DSHP scheme under the UMTS-based ITS scene, and the simulation results proved the scheme can effective reduce the handover failure probability as well as guarantee the QoS of multi-services in ITS.Assess the random access performance of Smart Metering based-on UMTS. First, from the protocol of UMTS network to analysis the rationality and superiority of choosing UMTS to carry smart metering service, get the conclusion that make the Machine Type Communication (MTC) device reside in CELL_FACH state and use FACH/RACH channels to support the multi MTC users to bundled transmit small amount of traffic. Integrate the related proposals on MTC communications from3GPP, and use those various access control schemes to evaluate the random access performance under the congestion scenario of M2M communications. Through the simulation analysis, make the suggestion that joint the Grouping Trigger Scheme, Differentiation Backoff Scheme, Limit MTC Retransmission Times and Access Class Barring (ACB) control mechanism to effectively alleviate the pressure of the network overload as well as guarantee the M2M communication performance.
