There are many shortcomings in the traditional procurement tender management, such as manual workload, low efficiency, management processes complex, error-prone, and so on.The traditional way appears to be inadequate to match the demand for a large number of tender procurement information in the current information age, which has been unable to meet the needs of the tender procurement management department. The electronic tendering system liberates people from the mechanical work, so that the working efficiency and service quality can be improved. In addition, the electronic bidding system can not only regulate the management mechanism and supervision mechanism, increase the public transparency of the bidding process, but also be more reasonable use of resources.The bidding agency which I work for services in the China Mobile Communications Corporation (China Mobile).After years of development, the company's business grows rapidly, while the business scale expands continual. The company's traditional bidding model of business management has been unable to adapt to modern tendering and bidding requirements. At the same time,it has become more and more urgent to strengthen the company's internal quality control and to improve work efficiency.In this context, after the comprehensive survey of duties for managements in procurement and tendering and the corresponding business process,we developed an electronic bidding system suitable for the actual situation of the company. The theory of software engineering is used to modeling. In the phase of requirement analysis, the UML case diagram is used to describe the process. In detail design stage, the flow chart and class diagram are used to carry out the design of the objects. The design of the database used the ER diagram to cooperate with the relational database table, where the Studio2015 Visual development environment and C++language is used in the final implementation phase with the MFC Microsoft foundation class library. At the end of the test session, ensure the testing work smooth and complete.Software engineering thinking each step are reflected in the development process of this project, and for every step has a detailed description and graphic elaboration, currently have all developed, has been deployed in this organization the system has a faster response speed and user experience, has some practical and theoretical value.
