The development of safety monitoring management information system for Shanghai electric power supply company is oriented towards the specifications of safety management in state-owned electric power enterprises and providing complete support to the managers and technicians in safety operations by means of advanced information techniques.The objective of this information system is to implement dynamic monitoring and statistics on the company's safety events and their management and control transactions in accordance with the enterprise's electric power production equipments running information. The ultimate goal is to implement the integrated workflow management for power production and the subordinates operations in safety managements and provide decision making evidences in safety production for the enterprise high level managers. Focused on the above objectives, the system requirement analysis, design and implementation are presented in this thesis. In the requirement analysis aspects the main functions are constructed based on the company's safety management specifications with the requirements on information input, output processing methods and use case models for basic safety information management, safety transaction process management, safety management performance evaluations and comprehensive statistics. On these basis the software skeleton and detailed design are presented with focuses on the software architecture, database entity and relationship model, internal structures of representative database tables and the object components and their interactions in the main modules. The information system software is programmed with Java and Oracle enterprise database server which sketch is described in this thesis.This application system is currently under testing operation. Through this software a uniform management on the safety events of different types of defects and failures is realized inside the enterprise which significantly raises the cooperation efficiency among departments, reduces the risks from hidden dangers and provides explicit information evidences for high level decision making. In conclusion, the expected objectives in the enterprise's safety operational management are comparatively well satisfied by this application software system.
