Primary workers in power production industry require to master a large quantity of skills knowledge, and in practice much new skills knowledge will also be generated. The traditional propagation, learning and assessment methods of skills knowledge are difficult to adapt to the needs of power production in information times.Using web-based safety power production skills knowledge management system (WOSKMS), skills knowledge can be managed and shared easily, and a rich knowledge base for training, learning, testing can be provided. On-site primary workers can obtain timely,practical, expert-level suggestions. In addition, web-based testing system can be used to assess the ability and level of the workers in mastering on-site skills knowledge.This paper based on the skills knowledge which is produced in the primary worker teams in Jiangsu Provincial Power Company, analyzes the status of the current knowledge management system development and application, introduces J2EE/XML and related technologies, and then discusses the objects and features of WOSKMS in detail. Requirements analysis is finished after system business function needs is studied. Based on the requirements analysis, system deployment, technology scheme and database structures are designed. Ultimately, with the knowledge base maintenance module as an example, the view layer, controller layer, business logical layer and database implementation of WOSKMS are introduced.
