Emergency management system can efficiently coordinate the front-end computers of information systems owned by several different departments, according to the predefined disposal process. In the system, mapping the business collaboration flow to the web service of front-end computers, are critical problems for cross-boundary emergency management system. Focusing on these problems, this dissertation investigates several important issues including designing model for mapping different type of business to web service processes, designing the architecture of business collaboration platform etc. The main contents and contributions of this dissertation are indicated below.First, we propose a model for mapping business collaboration flow to web service flow. The model targets at three major issues, i.e., event acquisition, event response and event disposition, when dealing with the business collaboration flow. To enhance the business collaboration among different virtual organization, we design uniform operations for handling operations such as event report, instruction submission, event feedback etc. We propose a two stage mapping model, which first maps business flow to abstract workflow, and then the abstract workflow is further mapped into web service flow.Second, we design the business collaboration framework based on the ESB framework. To enhance the collaboration of emergency management, we define many technical specifications, including rules on convertor, adapter, etc, based on which we propose business collaboration flow.Third, we design prototype for virtual organizations event preplan business collaboration platform using Mule ESB tool. Based on our proposed mapping model and the specifications for business collaboration framework, we first design the business collaboration framework for emergency management platform, and then develop basic functions for the platform and demonstrate the results with real examples. This paves the way for the overall development of the emergency management platform.The major contribution of this paper including designing mapping model from business collaboration flow to web service flow, and defining general specifications for emergency management. We also propose framework and prototype for emergency management platform, which can efficiently coordinates the cooperation among different virtual organizations, and provide crucial support for disposition of cross-boundary business collaboration under emergency situation. In general, the proposed approach is practical and instructive for designing and implementing platforms of emergency management.
