With the gradually development of marine tourism, marine fishery and marine exploration in south China sea, the marine wireless communication is getting more important, one of the existing marine communication ways is the narrowband cluster communication system, which has a low transmission efficiency, the other is satellite communication system, which costs a lot, both of them can not satisfy the demand of sea rescue and the large capacity marine communication. Thus, the fourth generation of marine communication technologies need to developed on the basis of TV white spectrum(TVWS), which has excellent performance like not easy to be absorbed by water, long transmission distance, so that the marine network can greatly reduce the propagation loss and improve the network performance. In the process of communication network planning, accurate propagation model is the basis of network planning.Measuring and analyzing the 698-806 MHZ band spectrum occupancy rate are the first jobs of the article, and the result shows that the spectrum is available for maritime communication network construction. Based on the analysis of the characteristics of marine wireless communication environment, this paper analyzed the applicability of the multiple propagation model, and selected the standard propagation model (SPM) as the construction model of marine communication network.In order to verify the SPM model is practical, the paper also select two sites for the continuous wave(CW) test. Then, using two methods on the measured data of CW test for the propagation model calibration, one is using the GUI programmed by Matlab software for manual calibration, the other is using network planning software named Atoll for propagation model calibration, finally through verified by calibration criterion, both of two methods are fit for the marine communication environment.
