Urban drainage is an important national strategy and a critical project of civilian engineering.Due to the high complexity of urban drainage networks,the high degree of uncertainty in the operational condition and the stringent standard of its deployment,it is a huge challenge to meet the necessary requirements of the operational safety,energy-saving,and high-efficiency under any circumstances.With the large scale of modern city and its large population,flooded by rains and paralysed by storms,this has been a problem for many cities and it has cost many lives and caused huge financial losses.During the process of urbanization,the security requirements of the drainage system and constantly improve the efficient usage of resources drainage which deal with sewage overflows and urban waterlogging.Drainage system security has become an urgent problem.Although,in recent years,a variety of monitoring technologies are widely used in urban drainage networks system,which solves the overflow problem of drainage network system and provides a means of information.However,it is usually limited to a small amount of monitoring,we can not use limited monitoring data to know the operating system state and provide decision-making information for the optimal operation and control of the drainage pipe network.Such phenomenon results in the "monitor only but without control" phenomenon of current drainage system and the only post-processing of the passive situation.We are in urgent need of the new theory and application of new research methods to improve this state.Therefore,this paper puts forward that we take advantage of the mobilephones of those who are distributed around the city as sensors collecting the water information,gather the collected water information to the server to achieve the storage and utilization of the whole city's drainage water information in real time.Meanwhile,by virtue of the concept of water situation assessment in military field,we intend to design and implement a water situation consistency system based on Baidu maps,making city management decision-makers grasp the real-time water situation of urban drainage and providing support for urban drainage security decisions.Up till now,the main contents are listed as follows.First of all,overviews the system design and realization including GIS technology,Baidu maps technology,Android mobile development technology,database management technology,information push and other related theories and technologies,lay a technological theory foundation for the design and achievement of the consistency of water situation based on Baidu maps.Secondly,this paper describes the related concept and technology theory of situation assessment in military field and combines the characteristics of that water information can be collected and the state of the future can be estimated,then this paper introduces it into the drainage system.We put forward the concept of the water situation creatively and give the definition of the drainage system of water situation;Based on the principles of urban drainage safety,it is divided into seven kinds of typical water situation according to the degree of risk from low to high as follows:normal water situation,the water situation being constrained,potentially dangerous water situation,the risk of critical water situation,super-critical water situation sewage overflows,the high risk of the water situation in vulnerable regions,the collapse of the water situation;Based on the fuzzy set theory,it gives out the calculation logic of the water situation and it is mapped to seven levels,and then uses green,blue,blue,purple,yellow,orange,red correspondingly to lay a theoretical foundation for the calculation of the water situation,as well as the water situation visually displayed on a map,more dangerous than the given water level information push to provide the basis on which to judge from.Moreover,based on Baidu maps technology,Android mobile development technology,the water situation of the theory and computing logic,message push mechanism and so on,we design and achieve the water situation consistency system based on Baidu maps.The system consists of three parts,namely the water information collection applications with Android,system back-end management platform,system server,including four functional modules,namely the water information gathering,water situation calculation and update,the water situation display,warning message push.Finally,we carry out the functional test based on the water situation of the Baidu maps,and summarize systematically the results of this study and expect the following research contents.
