The issue of how to assure the proper discharge and treatment of both sanitary wastewater and industrial wastewater, how to assure the regular water supply for citizen in every of a year have become matters of people’s livelihood. The water supply ability and scientific measurement of water dispatching of water supply organization becomes very important factor of regular supply of drink water. Nowadays, the automatic and informatization level of urban water dispatching level seems to be a little low, especially in those remote areas. The low efficiency of dispatching results not only the vast waster of water but also failure of meeting the need of stable water need, worse still, latent danger happened as a result. Drawing lessons from abroad countries who have rich experience in water supply dispatching, we adopt high-automatic instead of human interference, use informatization system instead of labor control, which has a random and instability effect, take high efficiency dispatching plans instead of distributed designing. Integrating water supply system into one dispatching system seems to be very important measurement of ensuring the high efficiency of urban water supply.The paper introduces the designing and developing process of water dispatching centralized management system in Jining Water Supply Group based on Jining urban water supply situation. We combine the real urban water supply characteristic of Jining City, and take into consideration of water supply technology as well as the real condition of water plant that belongs to Water Supply Group, then we analyze several water dispatching plans, and finally comes to a realistic plan to construct water supply dispatching system. In an attempt to visualize the explanation process, No1waterworks and Zoucheng Waste Water Plant are taken as examples, then data collection of control system in waterworks and sewage work has been explained firstly, including field level, process control level as well as control management level. Following introduced is how to integrate both the centralized control system of waterworks and sewage works into unity monitoring system in Water Supply Group, including choosing the way of network communication, hardware configuration and software configuration. Next, the paper takes a study on the control model of water supply dispatching in Water Supply Group, both the way of data acquiring for servers and how the configuration software in centralized control computer communicates with server vies OPC have been explained in detail, what’s more, remote data monitoring system for water distribute network. Next, the independently-developed data processing software of water dispatching in the environment of VC6.0has been introduced, including the way how the data processing software and central monitoring software communicate, how the dispatching algorithm been constructed, how the backstage database which is used to store the original and output data considered one of vital basis of business management configured.The feasibility and efficient of the water dispatching model together play an extraordinary important part in assuring the scientific and safety of urban water supply dispatching in Jining. The article emphasizes on water-demand predicting model and water dispatching model as well as its solution based on the real situation of urban water dispatching in Jining.
