The drainage facilities expanding with rapid economic development and accelerating construction pace in recent years, while the frequency of extreme weather such as heavy rain increasing, leading to frequently waterlogging events as a serious threat to the safety of Urban life. A higher requirement for management efficiency of drainage network as an important municipal infrastructure, and emergency response capacity of sudden disaster is bringing forwarded due to the high-speed, high-quality development of city. To protect safe operation, the use of information technology in drainage network management increasing to improve the efficiency of emergency events and reduce the loss caused by accidents. Establishment of GIS-based management system for drainage network which integrated large data, geographic information systems, combined with drainage expertise, used advanced technology systems, will achieve information technology in drainage management, decision-making and service, and provide reliable support for drainage planning, construction and management, improve the level of public services for drainage management, protect to promote and achieve the goals of full sewage collection and energy conservation.The design and implementation of urban drainage network management system based on GIS is studied in this paper. The research and analysis of the demand for adequate drainage management business was based on the analyzing of drainage network management situation and the current problems to do system planning and design for related contents of drainage management business, drainage network management in Jinan City research was researched as an example in the paper. As a key city of flood control in our country, there were still a variety of problems and deficiencies of urban river drainage and sewage treatment facilities operation and management in Jinan, due to the lack of historical data and scientific monitoring of regulatory measures for urban drainage infrastructure. The design of the system will take full account of the management status and business needs of drainage network management in Jinan, component GIS technology, spatial database engine technology, database technology and C#language will be used in the development. The detailed design of the drainage network database for the system was based on "City waterlogging drainage facilities census data collection and management guidelines " which was prepared by Chinese Ministry of Housing and Urban-Rural Development, to achieve dynamic management to spatial data, and provide timely warning for urban drainage management safety, innovative services supervision and comprehensive integrated management of drainage network and facilities in Jinan.
