With the rapid development of information technology, computer science and network technology, various enterprises and institutions have started the implementation of information system which is based on the standard process and data flow. We are still behind to many developed countries on this point. Currently, most of the water management in China still relies on paper work. And water waste is relatively ubiquitous in some places since there is not such an efficient information system to take control of that. Jinghai Water Supply Company has decided to develop a water management system to solve the issues above.This system is developed based on the actual business, detailed analysis of the requirement, blueprint, data flow and standard database design according to the workshop with the internal employees in the company. This system is developed on.NET platform, using C# language and Access database. In the aspects of coding to carry out, this system adopts the 3 layers (entity layer, data access layer and business logic layer) on the structure, each layer is independent to each other, which makes it easy to isolate design mistakes and convenient for system tests. This system has a strict authorization and security management, changing any data must get verification and approval, and then make a change by the system administrator. Furthermore, the user interface is designed for system enhancement in the future.There are plenty of advantages in this system comparing to the paper work which was used before, such as:intuitional data statistics and data flow, fast search, information security, clear reports, large memory capacity etc. These advantages can greatly improve the efficiency of water resources and water rate management; moreover, they are also the important conditions for the scientific and standard water management. It also brings the convenience to water users. The most important thing is this system can help Jinghai Water Supply Company to solve cash flow issues, reduce the cost and improve the service quality. Therefore, it will make the company more profitable.
