With the rapid development of economy in our city and the increasing deterioration of water quality, social public proposed higher requirements to the management of water environment. Meanwhile, the rise of various information management technologies, in particular the development of GIS and database, greatly promoted the development of information management system in water environment. Building a water environment information management system based on the technology of GIS and database, has become the majior subject in the research of water environment information management and planning, and performed great significance to increase the efficiency of environmental management, improve the condition of water environment, and realize the sustainable development and utilization of water resources. Therefore, the purpose of research work was building Huizhou’s water envioronment information management system oriented management layers and decision levels, which selected advanced ComGIS as development palform, and combined with more mature relational database management technique both at home and abroad.This paper made comparatively deep research on the design and development of water environment information management sysment, and obtained the following results:(1) Aiming at the problem that spatial data and attribute data were stored separately in traditional water management systems, resulting low data acquisition and accuracy, this dissertation adopted SQL Sever2000to build spatial database and attribute database, which realizing the integrative storage and management of spatial data and attribute data, and greatly improving the data operating efficiency. Moreover, the use of SQL Sever2000made data shared within local area network, to ensure the timeless of data.(2) Visual Basic, an advanced programming language, was used for the integrated secondary development of comGIS, and it not only improved the development efficiency, but improved the convenience and accuracy of data acquisition, as well as visual degree. As a result, this system had more flexible and powerful data processing capabilities, and presented a friendly and beautiful user interface.(3) Aiming at the problem that traditional water management systems were lacking in the capacity of spatial analysis and processing, the ordinary database technology and geospatial analysis capability of GIS were combined, and Visual Basic was used for the development of professional function module in this study. As a result, this system was able to analyze and process spatial data and attribute data, which making up for the expression limitation of purely graphical or text with other tools, also enhancing the capability of graphical representation of the spatial data and spatial analysis of attribute data. This system was characterize of information browsing, data management, statistical summary, trend analysis, water quality assessment, pollution source management, system management, etc., which can fleetly and intuitively display and analyze current pollution condition of water environment, the result of water quality assessment, the distribution of pollution source. In addition, this system was able to generate reports and matic maps.(4) Monitoring site, monitoring data and chat analysis were combined organically in this system, making environmental data management more efficient and convenient.
