Around 8 o'clock on July 1st to 2nd in 2012, the capital of China,and its surrounding areas have suffered the most heavy rainfall and flooding disaster in 61 years. Up till August 8th,there were 79 people died of the rainstorm in Beijing. As a sudden natural disasters event that aroused great repercussions, domestic and international medias have had reported one after another, as for this risk event, different medias have different construction features. In this dissertation, the author uses frame analytic method and content analytic method, and selected three mainstream newspapers from Hongkong?Taiwan and mainland of China:The people's Daily?Beijing News?Oriental Daily News and The China Times. Through all the news texts of ‘7.21 Beijing Heavy Rain' event,the author tend to explore their different media construction features?the differences of risk education and risk management.This dissertation has focused on following points:first, get to know how the three mainstream newspaper construct the ‘media reality';second,explore the different overweight in news forms;third,explore the deep media culture reflected by the newspapers' the preference to the the news resources; forth, compare the respond time of the four newspapers to explore their own life cycle and analysis their life curve to this sudden natural disaster event;fifth, explore the differences in risk education and risk management.Study finds: first, in the reports of this event, the four newspapers render different frame performs, they have quite big differences. Second, different overweight in news forms match their positioning.Third,in the news resources aspect, the author divide the news resources into two parts as fact resources and comment resources, the four newspapers all have exclusive fact resources but a wide range of comment resources. Forth, as influenced by reports of the 2012 London Olympic Games and other reasons, four newspapers' reports have approximately the same life cycle, a week after the event, the average reports tend to be 0. Fifth, the ‘risk education' function of the three newspaper needs to be strengthened. The last, in the new media age, the risk management process has been given new meanings with the participation of the public.
