Western mainstream media affect and control the whole world's information production and the direction of its flow. The New York times, as the representative of the western mainstream media, its framework about China and its burgeoning public opinion undoubtedly affect China's image on the world stage and C hina's actual cognition in the western world.In this paper, the New York times ' reports of both party congress(16 and 18) are researched on the framework theory, agenda setting and stereotypes, using content and comparative analysis to sum up the overall framework of the two party congress report in this period. Discusses the New York times for both party congress reports that constructing C hina's image, the change of the image and the deep reasons behind the change, by analyzing the reports quantity, type, length, report topics, sources and the tendencies, developing international communication strategy for our country,and providing a reference to setting up a good image of the country in a global vision.Studies found that the New York times' reports about two party congress have obvious changes in the ten years: There is a large increase in the number of reports; Issues are more diverse; The negative tendencies have weakened with a small amount of positive coverage; At the same time the image of C hina in reports has the relative changes, for example the eighteenth big reports pay more attention to the external environment of C hina, more details about the internal situation of the C hinese economy and anti-corruption policies, and make positive prediction for China's new leadership Xi Jinping and the new challenges. But at the same time, the image of C hina in the New York times' reports about two party congress also have a lot in common, such as the negative analysis on the nature of the communist party of C hina, the questioning of the potential for political reform in China, and the criticism of the party congress' rigorous degree, etc.Based on the analysis of the construction of China's image of "change" and "constant", its deep reasons were discussed in particular. The reasons of the "change" first lies in the promotion of C hina's international influence, properly arrange of the eighteenth congress news center and initiating change of a new generation of leaders. "Constant" is driven by the interests of the state and the pursuit of economic interests, in addition, different ideology of stereotypes and problems appeared in the process of China's development is also the cause of the western media for selective attention to China. The New York Times' reports about two party congress construct both different and the same image of China, which has brought us many inspirations. First of all, we should be view the negative reports rationally, analyze reports objectively, and take a hard look at the shortcomings in the pursuit of development in China; Second, our country should take measures to establish and perfect the domestic e xternal transmission system, making C hina's external communication mechanism playing an effective role; Finally, we can build China's international communication system through the power of the international media and the wind of social media, and the culture communication between Chinese and western.
