Internet public opinion is the sum of the attitudes, emotions, opinions, and opinions expressed by the majority of Internet users around certain phenomena or events using the Internet as a carrier. It is of great significance for the Party and the state to fully understand the problems in the current development, master the effects of laws and policies, and gain insight into the public's social demands. This paper aims to study the changes of Internet public opinion in China since the 18 th National Congress. This paper first combs the process of the development and evolution of Internet public opinion in our country, and believes that it has gone through four stages: gestation period, development period, confusion period and standardization period. On this basis, the "China Internet Public Opinion Analysis Report" issued by the People's Network over the years is used as a basis for comparative analysis with specific cases. It is found that since the 18 th National Congress of China, there have been three new trends: the return of the dominant power of public opinion to mainstream media, the gradual positive rationality of the expression of citizens 'opinions, and the increasingly clear atmosphere of cyberspace. In the end,the thesis explains the obvious changes of public opinion on the Internet since the 18 th National Congress, from three aspects: the public credibility of the public service, the knowledge of network communication, and the management of network public opinion.
