After the 1840 s, China's people of insight constantly learned from the west, they hoped to inroduce the liberalism to transform the early China. But liberalism was still never able to really take root and develope strong in Modern China.This paper examines the Late Qing and early Republic, as a periodical practitioners,Zhang through the use of newspaper, magazines and other publications, conducted a comprehensive and systematic dissemination and promoted of the British liberalism in early Republic social of modern China's current political. He “internalized” what he learned during he studyed in the United Kingdom in 1907-1911 into his own periodical practice: insisted to the freedom of speech and the press “independent” liberal periodical thought, advocated conception of maintaining the rule of law of personal liberty?respected British parliamentary cabinet system of political parties and proposed the “capacitive”political principles of “Tiaohe Liguo” and the conception about cultural consonance of “Xinjiu Zarou” which eclectic mix of new and old. Series of his periodical practice and thoughts and remarks had great influence on the early choice of government, political party development, construction and improvement of the legal system, ideological and cultural popularity.Zhang Shizhao's periodical practic(1910-1925) was the result of “internalizing”and absorbing the British liberalism, he wanted to create a liberal environment, harmony in political struggle, a sound legal system, and cultural blended of the new and the old in the early Republic of China. The thought and practice of British liberalism which full of“rational” has great value, the value is the British liberalism offers a mild, rational,inclusive and positive perspective that approach to problems. But his such efforts still suffered double predicament of history and reality in early China, that was not only his periodical practice wasn't understood and accepted, but the encounter of British liberalism in the early Republic of China.
