During the era of Social Media, the public can use the BBS, blog, microblog, Wechat, and many other network platforms to manufacture, publish, search and spread information. The expression of public becomes convenience and unlimited, it changes the way that how media control the Agenda Setting in traditional media era, and makes the public opinion impacts issues constructed possible.In this paper, I selected 11 typical social media event during 2003 to March of 2015, analysised the development of consensus and the spread process of public opinion. Applying the situational theory of problem solving to analysis the relation among the public,mass media, issues identified and issues constructed, at the same time combined with public opinion and media coverage and event key nodes, analyzing the development of issues, exploring the influence of consensus on issues constructed in the social media events.
