As higher requirements are put forward on medical and health services, medical information system based on healthcare information technology and related auxiliary analysis obtains the rapid development. But characteristics of the knowledge in the health field are often non-coding, practical, dynamic, context-dependent and highly personalized and so on. That is the result that the individual have practiced and accumulated in the long-term. The knowledge in the health field is a kind of knowledge as the carrier of brain; it is related with the cognitive individual.Because the medical health knowledge has the features above, this paper uses the theory and methods of semantic web and ontology.Ontology as the carrier of knowledge expression and sharing organizes the scattered medical health knowledge. Andthe database of ontology knowledge in medical health domain is established, in order to achieve knowledge sharing and support technology application. By this method, it is beneficial for improving reliability and reusability of systems as well as ability of knowledge acquisition.The main work and key technologies of this paper are as follow. First, by use of the tool-Proteges and the ontology description language-OWL and under the background of K4CARE CPO for medicalhealth knowledge, the medical health ontology is established and stored. Secondly, the system completes the analysis of the medical health ontology through Jena semantic frame, the retrieval of the medical health ontology based on the semantic ontology query language-SPARQL and the shortest path algorithm and other related technology, and the free text semantic retrieval supported by the Chinese word segmentation technology. Finally,the system also supports the diagnosis of diabetes mellitus and undiagnosed diabetes risk assessmentthrough the diabetes diagnostic criteria, risk assessment model and rule-based reasoning.Finally, the feasibility of these functions and the technology is verified by prototype system. The prototype system uses a combination of Java language and commonly used network application-B/S model.
