With the rapid development of modern urban and the deepening of reform of utilities, the scale of water supply enterprises is getting larger and larger, traditional stand-alone application software is no longer able to meet the growing needs of the business. New concept of enterprise operation, information management and business platform have become a new effective method of many water supply enterprises to improve work efficiency and the quality of service.This paper is based on a real water supply enterprise, aiming to establish a modern information management system combining the new network technology and new idea of the development of system. What the feature of this system is integrity, reliability, maintainability and data sharing maintenance etc. Before the starting of the development of this system, complete analysis and research should make first, then sum up the operation of business functions in the actual. According to the functional requirements and combining with the current mature software technology, then design a technical framework for the realization of the system, this system adopts three layer structure based on Web Service and XML technology, the server is responsible for implementing the business logic and data access, SQL Server is the database in this system and LINQ to SQL technology is used to access the database. Windows client and Browser client are the two ways for the presentation layer, the Browser client is realized by HTML5 and CSS technology, In the implementation process of the server and the client interface, each functional module needs to do the test aiming to detect errors and timely correct them. These tests include unit testing, integration testing, concurrent testing. This paper also gives some system operation interfaces at the end.At present, the system is already in the experimental stage and can satisfy all business functions of the enterprise in the process of operation, such as customer information management, personnel information management, water-fee setting, payment information input, report generation etc. This system runs very smoothly and data is accurate, achieving the desired results. Before officially putting into use, it also needs further testing to verify.
