Water supply industry informatization is an important symbol of it's modernization,higher requiremnet is raised both in quality and quantity for the continued expansion of the scale of cities, the emergence of new industries, the raising standard of living and the develop of economic. Higher requiremnet is also raised in water supply industry informatization.How to realize Water supply industry informatization is an important research direction.The characteristic of water supply industry in our country is take cities as central to establish water supply company. It's business include water production,laying pipes, water supply and equipment finxing.The water supply company do monopoly business in local area and it's hole scale is relatively small. It's informatization construction is relatively backward.Through spot check in water supply company in Heinan Nanyang,Heibei Renqiu and Liaoning Fushun, analyze the situation of local water supply industry informatization construction, systematically propose structure scheme of informatization in water supply industry , structure scheme's implementation from three directions include production technology management, services and application management, administration management.water supply industry informatization construction is a long process and now the most urgent needed is water charge and management system. Based the theory of software engineering and actual requirement we develop a software of water charge and management system and achieving basic functions.The system is designed regarding WIN2000/NT as operation system and Powerbuilder as developing tool,and Oracle as database. The system have the characteristic of modularization and its planning idea is oriented object technology.This paper present the hole develop process of water charge and management system. Combine characteristic of business and management,and the actual use of the sustem design the hole system.The system adopt C/S model and create a database indata center to store all kind of table,view.After analyzedthe business processes of the hole charge and management, design four subsystems include business information management subsystem, quantity and charge of water management subsystem, system maintenance,and decision-making support subsystem. In requirements analysis make certain the function of each subsystem,each model's function and talbe. In the software design emphasized on the following content:data windows style,database design, man-machine Interface design,the realize of each model. Take three examples include meter management model,meter fixing model,counter charge to show how to realize the function of the system.
