The digital transformation of archives and digital governance of archives in the framework of digital government construction is a self-revolution to promote the archival industry to adapt to the requirements of productivity development in the digital era,activate the unique value of archival work to serve social development,and modernize the archival governance system and governance capacity,and only by actively addressing the challenges can we achieve breakthrough achievements.At present,the digital transformation of archives in the field of practice is still in the exploration stage of "crossing the river by feeling the stones",and the archival governance research in the theoretical field still focuses on the technology-oriented research paradigm and the forward-looking perspective of individual governance aspects,while the analysis of the real ecology of archival digital governance and the research of governance risks in China are neglected.A high-quality modernization of archival digital governance requires a more profound interpretation of the overall practice of archival digital governance transformation in China,strengthening the identification and deconstruction of risks in governance transformation,and improving the ability to reflect on modernity.Based on rich field research experience in archival governance and the cross-fertilization perspective of interdisciplinary theoretical knowledge,this paper conducts a generative analysis of macro practices and a common time analysis of typical cases on archival digital governance in China.The study identifies the external and internal governance risks in the process of digital governance transformation in China.On the one hand,this study introduces the concepts and knowledge with the characteristics of sociological schema,such as risk society and field analysis,into the study of archival digital governance,which provides a new theoretical perspective support for deepening the interpretation of the digital reform of archival work,the transformation process of archival digital governance and the current state of governance,and promotes the improvement of theoretical research on archival governance in China.On the other hand,it aligns archival digital governance with the construction of digital government,focuses on the analysis of archival governance risks in the transformation process,and has positive guiding significance for optimizing archival governance ecology and promoting archival digital governance to travel steadily and far.This paper can be divided into four parts:background research,current situation analysis,risk deconstruction,and strategy improvement.In the background research section,we analyze the background of the emergence of archival digital governance,the significance and shortcomings of the current theoretical research,and identify the key concepts of archival digital governance from the perspectives of the times,policies,and industries;in the current situation analysis section,we draw on the tools of field theory to conduct a generative analysis from the macroscopic perspective of temporal changes,according to the "basic conditions-major progress-practical effectiveness".In the analysis of the current situation,we draw on the tools of field theory,firstly,we conduct a generative analysis from a macro perspective of temporal changes,and then we construct a holistic picture of the archival digital governance practice in China according to the logic of "basic conditions-main progress-practical effectiveness".Then,we select the transformation practice of archival digital governance in Zhejiang Province as a typical case to carry out a common time analysis,following the analytical framework of "field-capital-habit",and analyze the specific spatial scenario of archival digital governance in a cross-sectional way.In the section on risk deconstruction,we first identify the external risk factors of political,economic,and social power and the internal risk factors of data control,technology application,personnel traits,and management activities from the theoretical insights of risk society and field implications.Then,we deconstruct the process of governance risk generation and explore the logic of systemic and structural risk formation in archival digital governance from the institutional structure,power-responsibility relationship,formal regulation,and informal mechanism of governance;in the strategy improvement section,we propose to accelerate the organizational structure with public interest as the value tendency,cultivate the governance pattern of multiple subjects based on trust ecology,and establish a governance structure based on rational institutional configuration.In the section of strategy improvement,we propose four optimization paths:accelerating the organizational structure with the public interest as the value tendency,cultivating the
