The curriculum reform deepening and the comprehensive revision of the new curriculum standards,the Ministry of Education made arrangements for its work in 2016:In order to implement the Fourth Plenary Session of the 18 th CPC Central Committee on "putting the rule by law education in the national education system and establishing a course on knowledge of law in primary and secondary schools ",And promulgated the "Outline of the Rule by Law Education of Teenagers " throughout the country.In order to add the contents and requirements of the " Rule by Law Education for Teenagers " into moral education textbooks,the course of moral education at compulsory education has all been renamed to " Morality and Rule of Law." It is precisely because the "moral and rule of law" textbooks have just started to use,and there is no specific curriculum standards,teachers will inevitably appear many deviations in the implementation of “moral and rule by law” courses.Teachers' curriculum implementation is very important in the curriculum.Therefore,it is necessary to conduct a research on the implementation of “moral and rule by law” teachers' curriculum.It mainly studies whether teachers can put the new requirements of curriculum reform into practice in teaching,which has the research value.The structure of the teacher's curriculum implementation,the more well-known structure is divided into Good rider's five-level theory.The author understands the implementation of teacher's curriculum as follows: from "teacher's understanding" to "making curriculum's programs" to "actual curriculum running" and finally to "curriculum reflection".Specifically,it is the formulation of teacher's curriculum objectives,the development of curriculum resources,the teacher's course organization and the curriculum reflection.Through content analysis and literature research,we can find the new requirements of "morality and rule by law" for teachers.we can further study teachers' understanding of moral and rule by law curriculum standards and new teaching materials and the present situation of classroom teaching.Finally I can find out the problems existing in the implementation of teacher's curriculum and find out the strategies.The article can divided into five parts.The first part introduces the research's background,significance and the definition of the core concepts and research design and research methods.The second part is to find out the literature,summed up the first grade of primary and secondary education,moral and rule of law teachers in the implementation of the new requirements.The third part is to investigate the current situation of the implementation of the first grade morality and rule of law teachers through classroom observation,interviews and questionnaires.It points out the four problems that exist: the deviation of teaching target design,the lack of development in curriculum resources,the mistakes of curriculum organization and the arbitrary reflection of the curriculum reflection.The fourth part attributions to the implementation of ethics and rule of law teacher courses,mainly divided in three aspects: inadequate teaching resources,lack of teachers' qualifications and the school does not pay enough attention to the curriculum.The fifth part puts forward some solutions to the existing problems in the implementation of the first grade ethics and rule of law teachers' curriculum,including improving teaching resources,improving the overall quality of teachers and optimizing the school system.
