Research On Government Behavior In Training System Of Innovation And Entrepreneurship At Universities And Colleges Based On Policy Quantitative Analysis

With the economic of China developed into the “new normal”,innovation and entrepreneurship has become a scientific way to accelerate the transformation of the economic structure of China.And the government put forward the “mass entrepreneurship,innovation” to create a new engine of economic growth,strengthens employment guidance and entrepreneurship education,implements the entrepreneurship leading program for college students,and encourages students to start an undertaking in emerging industry in 2015 “Government Work Report”.It is conducive to the development of innovative and entrepreneurial economy that carrying out innovative entrepreneurship education in colleges and universities.So far it has had formed a training system of innovation and entrepreneurship education at universities and colleges,includes colleges,government,enterprises,families,individuals and other subjects.It is of great significance to promote the development of the training system,to promote innovation and entrepreneurship,and to build an innovative country that to study the governmental behavior in the training system,to clarify the government's role,the governmental behavior contents and the government functions.Based on the subject education theory,limited government theory,the new public service theory,firstly,this paper analyzes the present situation of training system of innovation and entrepreneurship at universities and colleges,and introduces the government behavior that guides the direction for development of other subjects in four aspects: policymaking,capital investment,public service and functional exertion.Secondly,this paper lay emphasis on using policy documents quantitative research to analyze the basis of government behavior: government policy on innovation and entrepreneurship education at universities and colleges from 1998 to 2016,which issued by the central government.It creates an analytical dimension mainly from four aspects: the evolution of the policy document,the intergovernmental relations,the scope and type of the content.On this basis,it analyzes on each dimension quantitatively,especially on the scope of government behavior and the function of government under different evolution dimensions,as well as on the government function under different scope of government behavior.Finally,the paper summarizes the existing problems of government behavior,and puts forward the suggestions to improve the training system of innovation and entrepreneurship at universities and colleges.
