In 2001,junior high school music teaching content was divided into four sections by " Nine-year compulsory education full-time junior high school music teaching outline(revised draft)" formulated by the Ministry of Education of China —singing, appreciation, instrumental music and identification of music scores. The article pointed out that instrumental music teaching is one of the ways for students to learn music.Students can choose simple instruments according to different conditions, and attention should be paid to pitch and sound of selected instruments. The band studied in this article is a supplement to the teaching of junior high school music. To play in the band is not only one of the students' music practices, but also one of the important ways to realize aesthetic education. This paper investigated the formation of harmonica bands in three junior high schools in Shanghai from the aspects of school situation, attitudes of teachers, students and school leaders and activities, using documentary method, case method, interviewing method and on-site observation method. The survey showed that the three schools had carried out harmonica universal education and formed harmonica bands, whose average number is 20.In recent years, players had repeatedly won in the domestic and international competitions. Some of them had held special concerts in the Shanghai Concert Hall. The level of the team ranks from fifth to ninth level(the highest level is nine),with a considerable reputation in the harmonica. This study provided a comprehensive analysis of the existing harmonica bands in the three schools and found that the existing problems are: ignoring the aesthetic of music education;lack of teachers;lack of band facilities and training venues;a small number of activities, which cannot meet the needs of students;great pressure on main class,so students cannot pay too much attention;high band threshold,so it's hard for ordinary students to participate;needing support of the school,to conduct a wide range of artistic practice, etc. In order to improve the management of harmonica bands, for the organization and management of teachers, junior high schools in Shanghai need to reasonably determine the responsibilities of teachers in schools, select appropriate external teachers and make full use of experts' power;for the organization and management of students, they need a reasonable selection of players and parts, the development of regular discipline as well as the improvement of evaluation mechanism. In addition, they should make further efforts in equipment purchase, maintenance and lending,school-based curriculum development, harmonica activities and resource development.
