In 1996,the policy Opinions on strengthening the construction of teachers in primary and secondary schools during the period of "95" proposed that teachers should exchange regularly.Since then,in order to optimize the resources of teachers and promote the balanced development of compulsory education,the state has issued a series of policies and regulations on the teacher exchange which made the teacher exchange system more and more perfect and refined.Local governments and educational administrative departments at all levels have come to realize that it is imperative to implement the teacher exchange.So they all respond to the national call and begin to explore and practice the teacher exchange.Now they have achieved certain success and accumulated many successful experiences.But on the whole,the teacher exchange activities all over the country progress differently and the situation is not optimistic.How to effectively promote the development of teacher exchange and ensure the balance of excellent teachers in county is also a problem that governments and educational administrative departments at all levels need to focus on solving.This paper which is based on the balanced development of compulsory education and takes Hebei Province as the research area attempts to construct a teacher exchange model for the development of compulsory education in the county,hoping to enrich the current theory of "teacher exchange model" as well as promote the effective development of teacher exchange of compulsory education in county.Methods of theory and survey are mainly used in this research.The research firstly gives the concept,relative literature as well as the policies on teacher exchange of the country and Hebei Province.Secondly,the research analyzes these policies and then construct the teacher exchange model for the development of compulsory education in the county with six dimensions: concepts,methodology,content,procedures,tools and system as the starting point based on these policies and materials which collected through interviews.Finally,the research carry out the actual test on this model to make a deep understanding of the views and suggestions of teachers and teachers in the period of compulsory education on the teacher exchange model,and then makes the model more and more thorough in county.
