With the continuous development of information technology,the phenomenon that people rely on information tools in their life and learning become increasingly evident,then form a habit.In the present,the social demands for talents are also constantly changing.For the primary and secondary school students who are in the physical and mental growth and development stages,what should they do to deal with the challenge brought by information society.Chengdu City Board of Education highly concernes about it.However,they found that can not reasonably evaluate students in the process of advancing educational information.Through literature research,there are many evaluation criteria related to information literacy.Chengdu Education Bureau hope that by drawing on the mature model at home and abroad,combined with the development of local information technology status,then establish the evaluation standard of information literacy with local characteristics.In November 2014,Chengdu k12 students information literacy standards research project was established.However,it is found that information literacy covers a wide range of content.There are some difficulties in the specific research and operation.So in April 2015,Chengdu expert group and the project group decided to focus on ICT(Information Communication Technology,hereinafter referred to as ICT)literacy standards of k12 students.The subject was listed as a major subject of education and scientific research in Chengdu.Chengdu Education Bureau hopes to use ICT literacy standards to test the effectiveness of pushing educational information and guide the development of educational information.In this paper,"primary and middle school students" is the research object,"ICT literacy" is the research content,to construct a set of ICT literacy evaluation index system is the research goal.In the whole research process,it fully considers and absorbs the front-line educators comments.The article firstly defines the concepts of"digital literacy","information literacy","computing thinking" and "ICT literacy".Then derived the content of ICT literacy contained in the study.Through learning from the typical evaluation models at home and abroad,the paper constructs some indicators in the evaluation index system.After investigating current ICT literacy related hotspots,and reviewing the information technology courses in primary,middle and high schools,the author extracted the effective components into the system,and got the framework 1.0 of ICT literacy evaluation indicators for kl2 students.After two rounds of expert investigations,the framework 1.0 was modified and improved,then form the framework 2.0 and the final version.After the indicator system is established,a questionnaire survey was conducted in six districts and 306 schools with the help of Chengdu Education Bureau.After selecting the percentage division level for each option corresponding to each module,inferred the characteristics of ICT literacy that each grade should have.Modify by the line of teachers and experts in accordance with the level of content feedback,and finally come to the evaluation of the six levels of ICT literacy.Students can not only know their own level,but also can directly see their own results.In this paper,we use the method of analytic hierarchy process and the Delphi method to calculate the weight of each index in the evaluation framework through scientific calculation.Through the weight coefficient can be directly calculated for each student’s performance.Finally,he implementation of the evaluation and evaluation framework has been initially planned and explained.
