With the rapid development of modern society,the world has entered the era of knowledge economy.The competition between countries is essentially the competition between innovative talents.In order to occupy a certain position in the international community in the 21 st century and have strong international competitiveness,it is imperative to cultivate a group of talents with innovative qualities.The students in the middle school period have a more complete ideology and a stronger self-motivation ability.The acceptance and digestion of knowledge is more comprehensive and specific.Therefore,the middle school period is a key period for cultivating innovative literacy talents and the main position.In "Thirteenth Five-Year Plan" for the Development of National Education”,it referred that cultivating students' innovative spirit and abilities should from primary and secondary school.We need to emphasize on stimulating students' interest in learning and science as well as their innovative awareness.In “Opinions on Deepening the Reform of Education System and Mechanism”,we need establish the perfect education assessment system,the education quality assessment system and the sensible third-party evaluation mechanism to increase the assessment function from these aspects of profession,independence and objectivity.The research ideas are as follow:First of all,we describe the research background,research issues,research significance and define the innovative quality,modes of innovative quality cultivation,the assessment of innovative quality cultivating modes and the assessment of innovative quality cultivating behavior Based on the perspective of classroom observation.In addition,this paper also explains the Research status at home and abroad,existing problems and research tendency by the literature research.Secondly,we build the assessment system of innovative quality cultivating modes in Junior Middle School according to training objectives.First step,we get a certain number of innovative quality cultivating modes through interviewing with relevant experts.Then we divide these behaviors into different dimensions and compare the five dimensions and the indicators under each dimension respectively.Third step,we form a questionnaire with 1-9 scale method and send to relevant experts.Let they give weight.Third,making result statistics on these questionnaires and constructing judgmentmatrix to work out the weight of five dimensions and the weight of index under each dimension.After consistency check,knowing the importance ranking of grade I and Grade II,constructing final assessment system of innovative literacy cultivation behavior.Finally,making assessment criterion for grade II base on relevant policies to provide a scientific,reasonable,systematized and feasible method for comprehensive assessment of teachers' innovative literacy cultivation behavior.The author summarized this study,explained the limitations of this study with the idea for further research.
