With the development of economic globalization and the encouragement of public entrepreneurship and innovation policy, there is an increasing number of small and medium-sized enterprises (SMEs) have sprung up and played important roles in the current market economy. The scaling up of G higher vocational college, as they develop along a regularized line, leads to increasing demands for occupation managers. In this paper, SMEs from Sichuan province were comprehensively studied. First, the competence character of occupation managers of Sichuan’s SMEs was researched and analyzed using literature retrieval, questionnaire survey, the Delphy panel, statistical analysis and other methods. Then, the occupation manager competency model was established for SMEs in Sichuan area. Last, based on the competency study and current basic resources of G higher vocational college, recommendations were given on the development of SMEs’occupation manager according to meet market demand.Occupation manager generally refers to a managerial personnel who works for and is professional in enterprise management, masters certain professional skills, efficiently manages internal and external resources to achieve business goals and takes charge in an enterprise. The proposed occupation manager competency model of Sichuan’s SMEs includes 20 elements in 4 dimensions, which are behavior and outcomes, and interpersonal influence, cooperation and coordination, professional skill. The study in this paper suggests that the weights of the elements in the competency characteristics are determined by the Delphy panel. Then, the set-up of courses, the educational goal and the scheme of selecting the students can be done effectively according to the characteristics of G higher vocational college.The study results of this paper can be used to strengthen the construction and perfection of the human resources system of SMEs in Sichuan. They can be used to guide the cultivation orientation and set-up of goals of the development of occupation manager in the vocational college. In addition, the results of this study are beneficial to the improvement of the overall quality of occupation managers of SMEs in Sichuan. This study provides important basis on recruitment, training and other human resource activities for higher vocational colleges. It also provides offers basis on selection of students, set-up of educational goals and contents for higher vocational colleges when training occupation managers.
