The development and popularity of Mobile Internet and big data technology, promotes new media entering a new stage of development, and science and technology communication also shows a growing trend of integration and innovation. Compared to technology dissemination in stark contrast to, the traditional scientific communication talent has fallen into the dilemma of monotonous and behindhand means of communication in the new media environment, and scientific communication professionals who not only have multi-level science and technology dissemination of knowledge structure, but also have a new technology dissemination of technology and practice cross type there exists a huge gap. The building of an innovative society, transition of traditional media and reform of professional training of college of communication, which all put forward a new huge demand of talents of science and technology communication in the new media environment. Based on this, the focus of this paper will be scheduled for study on the construction of science and technology communication personnel quality model and innovative training mechanism in the new media environment. By situation analysis of domestic and foreign universities personnel training on science communication, to explore the relevant university students in the current new media environment inadequate training and causes, combing to scientific communication theory and competency model theory, builds quality models in the new media environment science communication professionals, then based on the quality of the models and innovative educational theory, explore innovative training mechanisms and collaborative culture conditions of talents of science and technology communication in the new media environment.Through the study of science and technology policy of the Department of Communication and Technology of University of Science and Technology of China, Department of Journalism and Communication of Chinese Academy of Sciences, and Science Communication center of Peking University these three typical representative of the science communication professional construction, we discover that, science communication training objectives is lax, Scientific Communication practical skills is weak and academic teacher shortage is difficult to support vocational education, etc., Which is mainly due to the rigid education system, management system and education-oriented closed distortions, resulting in a lack of flexibility in the school system, disciplines construction isolated and students lack of practical capacity. The rise of science and technology education in developed countries spreads earlier, developments more mature, investigating the characteristics of their school, and summarizing the successful experience, combined with China’s specific national conditions, there is significant implications to improve the domestic construction science communication professional. To this end, this paper focused chooses US, UK and Japan, three countries as the main object of study, found that the United States has a very detailed set of professional, academic and flexible, diverse curriculum, a free-form teaching organization, practice-oriented, high-intensity training, teacher deep industry background, and practical issues of local concern. The British professional refinement, while focusing on arrangements for the practice course. Japanese professional setting also refined, in addition to training objectives clearly focus on combining arts training, emphasizing the practical training and curriculum is rich and diverse and prominent features. Overall, the United States, Britain and Japan Science and Technology Communication Education crafting, but the professional refinement and attention to the practice of education is a common feature, on the other hand, in this country are two obvious defects, construction developed science communication professional innovative training experience for the personnel of University Technology dissemination provides a useful reference.Based on the challenges for talents of science and technology communication put forward by new media, this article first classifies talents of science and technology communication into the tech media journalists, excellent workers of science and technology museum, science class design talent and talents of development and research of science popularization, and then by use of expert interviews and text analysis, quality dimensions and indicators of talents of science and technology communication were defined in the new media environment. The basis for the initial development of the quality of the political dimensions of quality, such as the six qualities construction. From enrollment, curriculum, teaching, practical training and peer evaluation areas, we build up a innovative training mechanism covering training talent of science and technology communication to the whole process of teaching and cultivate spread, targeted and for different training targets, direction and stage a detail. Such as admissions, we explore the overall quality of the portfolio, self-enrollment interview, in cooperation with joint short-term internships and peer evaluation innovative ways; culture on programs for students and in-service staff training, were designed "3+X" two-stage training mode and massive open online courses (MOOC) training mode. The curriculum, divided into undergraduate Elementary System (four modules: public courses with mathematics and physics class group, group professional basis required courses, elective group of professional theory and professional practice elective group) and two postgraduate Advanced Course System. Teaching methods for research personnel and two categories of application-oriented talents were taken to the school and outside Tutorial and so on. Teachers in optimizing the teaching and practice of platform structures and practices to create an atmosphere and other conditions for building collaborative, focused on the optimization of the faculty, institutional reform designed to undergo long-term and short-term promotion of practical experience in the post full-time teachers, as well as short and long term way hire industry veteran, enrich teachers, improvement of education level. In short, under the guidance of innovative education theory and the spirit of innovation and reform, aiming at the typical problems of construction of science communication professional in present, we development a series of effective response options, which has a great importance of training talents of science and technology communication to adapt to new technology and new media environment.
