| In March 2018,the tax system was reformed through the merger of provincial and subnational taxes and the establishment of new tax authorities.After the merger,the employees of the tax bureau have no knowledge of the tax policies not covered by their previous work areas,and the state’s tax and fiscal policies are constantly updated,all these background and factors put forward higher requirements to the post competence of the tax bureau staff.Y County Tax Bureau is a new organization established by the former Y county tax bureau and the local tax bureau.On the one hand,the merged work puts forward higher request to the staff competence,on the other hand,there are many problems in the staff training work of Y county tax bureau.This article mainly solves the problems existing in the staff training of Y County Tax Bureau,improves the staff competence and the training effect of Y county tax bureau,at the same time,through the construction of the staff training system of Y county tax bureau based on competency model,to provide some reference for the grass-roots training work of the tax system,hoping to better improve the quality and level of the grass-roots tax bureau training work,this paper introduces the competency model,using the literature review method,questionnaire survey method,interview method,this paper makes a deep analysis on the present situation,existing problems and the causes of the training of y county tax bureau.Through questionnaires and interviews with some employees,it is found that the overall satisfaction of the training work of the staff of y county tax bureau is relatively low,the training effect is relatively poor,the training content and time setting are not reasonable,and the training needs analysis is not in place,lack of training effectiveness evaluation mechanism and incentive mechanism.The main reasons are that the leaders do not pay enough attention to the training work,lack of the training system based on improving the competence,lack of the relevant guarantee mechanism,and the training work managers are not highly professional.Based on the analysis of the current situation and problems,this paper determines the competency elements of Y county tax bureau from four dimensions,and finally constructs the competency model of y county tax bureau staff which contains 13 competency elements,on the basis of competency model,the staff training system of Y county tax bureau is established.At the same time,aiming at the training system,puts forward some measures for implementing the staff training system of Y county tax bureau. |
