Research On The Ecological Operation Guarantee Mechanism For Private Kinderhartens In Henan Province

Since the document The Several Opinions on the Current Development of Preschool Education under the State Council issued, the development of private kindergartens ushered in the new hope, and private kindergartens gradually become an important power to promote the development of preschool education career. However, under the demands of public and universality, private preschool education's problems are increasingly serious along with the social capital swarming into the preschool education field. Thus, it is necessary to conduct the thorough research to the present situation of the operation mechanism of private kindergartens. To discuss these issues can enrich and expand the strategic research about the development of private kindergartens, and provide a good reference for the local government in formulating relevant policy.In this research, the author investigated upon the interview method and self made questionnaire that named ”Questionnaire of Mechanism of Operation Guarantee of Private Kindergartens in Henan Province”. Through the statistical results of 274 valid questionnaires and the interview results of 14 private kindergarten owners and education administrators in Henan Province, the author found that, in Henan Province the government management of private kindergartens, funds operation, the operation of private kindergartens' quality management, the quality of private kindergarten teachers are pessimistic, and mainly reflected in: the survival pressure of private kindergartens is increasing, policy implementation dose not reach the design position, imbalanced structure of funds investment and expenditure, the overall level of preschool teachers' quality need improve. The emergence of these problems can be summed up in the following four aspects: First, private kindergartens are lacking of reasonable planning and layout. Second, lacking of funds and budget supervision mechanism. Third, existing ”administration by noninterference” and “powerless” contradictory situation. Fourth, breezing government goal lead to dilemma for governor.By investigating and analyzing the present situation of private kindergartens in Henan Province, from the perspective of education ecology found the development of the private kindergartens need four core elements, there are: government guarantee mechanism, guarantee mechanism of funds, teacher quality guarantee mechanism and kindergarten quality guarantee mechanism. Among them, the government guarantee mechanism is the pathway to the healthy development of private kindergartens, the guarantee mechanism of funds and teacher quality guarantee mechanism are the conditions, the kindergarten quality guarantee mechanism are the target. After further analysis, there are some elements of ecological factors in the four core elements. Within each of the four core elements, every ecological factors will affect other elements in the form of directly or indirectly.Finally, this research further analyzed the operation mechanism of the private kindergartens and concluded the ecosystem of the private kindergartens' operation guarantee mechanism. This ecosystem is composed of endogenous system, life support system and support system, which there are interaction and multi influence among these systems. Also there are some subsystem exist among the three systems. These systems guarantee the healthy development of private kindergartens.
