Teachers'"Job Rotation" Policy as a new policy arrangement in China is in the initial stage, in 2012,"Job Rotation" Policy is implemented by P county government, that promoted the balanced allocation of teachers' resources within the County, advanced the balanced development of compulsory education, and solved the problem of the incomplete in school curricula because of shortage of teachers in rural areas. Through town teachers to support the rural teachers, P County overall education attainment of progress have improved. However, there have been a series of problems during the implementation process, that effect the enthusiasm of the policy target groups.In this study, I use the Smith policy implementation model, from four relationship dimensions, including policy, implementators, targeted groups and environment. Research the implementation of "Job Rotation" Policy. Main research methods include:the literature method, survey method and so on. There are many positive effects and problems in the process of policy implementation. The causes of those problems being divided into four types are as follows:First, the policy itself is limited and unclear; Second, the implementators are trapped in administrative staffs, material and financial resources and weak in implementation and even make policy flexible. Third, analyzing the awareness and perceptions of the targeted groups to policy. I found that school's consciousness of the principal is serious and incentive incompatibility. Finally, from the analysis of environment, complementary policies conflicts and policy advocacy is deficient, as well as educational expenditure investment is limit. Therefore, I proposed solution and advice of policy implementation difficulties. Firstly, the policy text should be promoted and detailed management measures and evaluation scheme clear, as well as motivate mechanism become more effective and feasible. Secondly, it's important in improving the management mechanism, insisting the department coordinated and resolving conflicts of interest, strengthening policy implementation measures. Thirdly, paying attention to the interests of teachers and principals, and establishing a sense of balanced development of education in the county is necessary. Fourthly, improve the supporting laws and regulations on teacher identity as soon as possible. Create a policy environment, awareness of the importance of teachers'morality. Turn the provincial government into the main financial responsibility, reduce financial pressures at the county level.
