The policy of sharing higher educational cost by individual in our country is a rife, important, and sensitive question in current society. It is imperative and feasible to have a logo thought over this question, choosing a proper cut-in point and angle to have a discussion and trying to give an appropriate explanation, an scientific and reasonable strategy.The introduction of this paper gives a particular explanation about the reason about why choose this subject, points out the significance of this paper, defines the essential concept of educational cost, according to which formed this paper, and explains the research object, thinking methods and basic measures, the second part of this paper gives a particular explanation about the practice process and background about the policy of sharing higher educational cost by individual. The third part analyses the theoretic gist and realism possibility to enforce this policy in our country. Integrating with the earning level of the urban and rural resident, the fourth part gives a quantitative analysis about resident higher education payment ability and realism situation. The writer points out that the present policy made many resident can't bear the deadweight and analyses the reason why the phenomenon came into being.Analysis the last part of this paper focused on a suggested policy for the personally shared cost of higher education, which is more scientific, fair and reasonable. Firstly, the existing policy for individual share of the cost of higher education is systematically reflected, then, based on the theory of price discrimination; the method of a fee pricing has been attempted. Finally, a serial of strategies has been put forward including the investment diversification, purification for the costs of education, more channels to gather funds for education, and increased government input, which in all improves student financial assistance and establishes a reasonable system of individual cost shared policy.
