Evaluation Of Birth Control Benefit-oriented Policy

At the end of the 80's and early 90's in the Twentieth Century, the benefit-oriented policy has gradually replaced the traditional administrative punishment and become the main way in the work of birth control in china. With the development of the times and the progress of economy, on the one hand, China is facing more complicated population problems, and the population control target has translated from a single goal of population control into three goals——population control, regulate population structure and promote long-term balanced development of the population. On the other hand, the improving of people's living standard and the large-scale benefit policy on agricultural has caused big impact on the birth control benefit-oriented policy which always using the means of cash. In this context, as the main methods for our government to achieve its population goal, the actual effect of the birth control benefit-oriented policy worth studying. However, there is a lack of research in this area.Under the guidance of a comprehensive assessment of systemic theory, using the method of system analysis, this research begin with the system of Birth control benefit-oriented policy, focusing on the relation and interaction between single policy and the policy system, policy system and policy environment, policy structure and policy functions. At the same time, the author went to Huang Gang city and Xian Ning city to carry out field investigation. Through discussion and interview with officials and residents, this paper systematic evaluate the current scheme of birth control benefit-oriented policy, the process of policy implementation and monitoring and the effects of the policy within the method of the semi-structured interviews. Eighteen people had been interviewed in total. Eleven of them are officials and the rest are residents.The result showed that although the operational staff of the Birth control benefit-oriented is of high quality and the implementation and supervision is effective, the effects of the policy system are not good enough because of the single means of implementation, the low standard, the narrow coverage and the unreasonable structure of the policy system. What's more, there is still a gap between fertility desires and fertility behavior of people and the population goal of our country. And the effects of related policy which focus on improving family development ability are not obvious. As a suggestion, we should improve the birth control benefit-oriented policy in five respects as below——starting to design the top-level, rising the standard and adopt more methods, to improve the policy coverage, to Establish bidirectional communication system and strengthening the policy advocacy.
