Analyzing The Policy On Sex Ratio At Birth

In the process of establishing and carrying out the birth control policy aimed at controlling the quantity of population, the increase of the sex ratio is indirectly caused. The game between the government and the publics and among the publics is the reason why the birth control policy has a poor efficiency and a reverse aim. In order to know the nature of the phenomenon clearly, this paper analyzes the process of establishing and carrying out the birth control policy on the basis of the game theory, trying to discover the reason why the birth control policy has a poor efficiency and a reverse aim, seeking the origin of the sex ratio problem in China nowadays, providing the theory basis and new ways for the policy research, supplying some methods to solve the unbalance sex ratio problem to perfect the Chinese government action.This paper adopts the qualitative analysis in chief, and the concrete logical train as follows:Part one states the background of the research, explains the thought and the method of this research, and illustrates the significance and some relative theory and conception.Part two introduces the sex ratio state in china since 80's, the situation of the birth control policy, and the relation of the two. It believes that the narrow "birth selection" is one of the reason why the sex ratio at birth keep high, and analyzes the game process is necessary. Part three brings out the frame of the game theory and the mode of the policy analysis. Three modes were discussed as a key point: the appearance of "where has the policy, where has the strategy", "the law executor and the illegal man", and "a tragedy of the commons". the mode of the policy analysis is in the way of the Micheal-Webber's Contents and Courses.Part four vertically analyzes the process of the game between the government and the publics in the process of establishing and carrying out the birth control policy in the 20 years lately on the basis of the three modes, knows the course of the development of the birth control policy and the raising of the sex ratio at birth through the policy analyses, discovers the cause of the unbalance sex ratio at birth in China nowadays, provides some methods to solve the problem of the unbalance on sex ratio at birth. Part five sums up and discusses the research conclusion. It considers that from the execution of the "open a break"birth control policy, the embarrassed distress of the action that the publics' birth selection is doomed. To aggravate the punishment of the publics who examines fetus' sex and gives birth selectively might control the illegal action in short time, but it cann't do well for a long time,unless brings the administer the sex ratio at birth into the governor's assessment institution. The unbalance sex ratio at birth is "a tragedy of the commons" from the angle of the publics. It directs that the game theory has a important value on the discussing of the public policy from the aspect of the methodology. At last, this paper confers the contents, the course and the deduction of policy analyses with the game theory from the viewpoint of the birth institution.
