With theoretical analysis of public policy effectiveness, the paper gives an objective study of family birth control for migrant population as well as its effectiveness and constrains. By taking birth control for migrant population in Jiading District of Shanghai as standing point, analysis is made on general situation of birth control for migrant population in Jiading and its successful experiences. Meanwhile, problems in implementing birth control for migrant population are also given along with their causes and their forms. By making research on problems occurred in implementation process of birth control for migrant population, the paper highlights main causes for birth control failure such as policy deficit, obsolete concept and severe management, lack of service and etc. All this provides objective basis for improving policy efficiency and effectiveness.Migrant population has become a new phenomenon for over ten years. Therefore, migrant population-dedicate management and service system are not good enough to meet the needs and require further improvement. This greatly hampers effective implementation of birth control policy.Based on above analysis, a conclusion is made here, that is birth control, being a policy in long-term interests of the nation, presents itself as an effective approach or measure to interfere in child birth. Birth control policy is essential to our social and economic system. It plays a very important role in achieving balanced and sustainable growth between population and economy, society, resources and environment. However, administrative-only approach can hardly meet the needs nowadays. Birth control policy must adjust or perfect itself in adapting to changing factors related to population change. Population control and birth control should go from sole-population control to a balanced control based on low birth rate. We should change from using mainly administrative power to using means such as enhancing legislative management, quality service and comprehensive management. This helps accelerate the process of creating population-control-and-birth-control oriented policy system and put our work emphasis on balanced population control.Thus, research on birth control for migrant population and its effectiveness and constrains, as well as causes and solutions, will help correct improper behavior in policy implementation process, help achieve policy goals, and help promote research in certain areas. We need to seek a breakthrough to achieve a more effective mechanism for birth control for migrant population in the new era.
