Research On The Influence Of The Implement Of National Scholarship Policies On The Graduate Student's Behavior

As the breakthrough of graduate cultivation system, scholarship reform plays a potential role in increasing the cultivation quality of graduate and stimulating the enthusiasm of graduates for studying.National scholarship for graduate students was set up by the ministry of education and finance of China in September 2012, with the aim of developing graduate education with Chinese characteristics, promoting the reform of graduate cultivation system and increasing the cultivation quality of graduate. Based on the theories of incentive, cost-sharing of higher education, human capital, et al, the related policies of national scholarship for graduate students in H University are analyzed. Moreover, surveys on the teachers and students are also conducted by using the methods of questionnaires and interviews. According to the influence of implementation procedures, objectives and effects of national scholarship policies on the student's behavior, it is found that graduate students have different opinions on the policies of national scholarship in recent two years. 1)In details, the overall effects of these policies are worth approving, which further inspire the students' enthusiasm of learning and change direction of utility of graduate. 2)there are some problems in the implementation of these policies, such as the quotas of scholarship is unfair for different departments, inconspicuous demonstration effect, unscientific evaluation index, inappropriately tutor intervention, lack of follow-up management, et al, which cause low participation and uncoordinated all-round development of graduate. As a result, in view of the existing problems on implementation of national scholarship policies in H University, some suggestions on the institutional design, supervision and administration system are proposed in this study. 3)The implementation of these policies did not significantly improve the degree of attention from graduate student to the course learning and social serving.Therefore, in view of the problems on implementation of national scholarship policies in H University, this study tries to propose several policies and suggestions, which can improve the participation of graduate student by designing new system, perfecting the management, achieving guiding effect of policies.
