Study On The Modernization Construction Of Zhangjiagang Maritime Management

In the 21 st century, maritime of China has developed rapidly, the Shenzhen Maritime Adminnistration first proposed "strive to basically achieve the maritime modernization in 2005" to explore the basic realization of maritime management modernization. In medium "Twelfth Five-Year Plan",as the 18 th Central Committee meeting proposed, "to promote national governance system and governance capacity modernization" was identified as the perfect and development of socialism with Chinese characteristics,as the general goal of deepening the reform. In this context,the Maritime Adminnistration,which is one of the basic units of the national governance system and the capacity building of governance,in accordance with its basic duty of "ensuring the safety of water traffic and maintaining the clean water law enforcement team", "modernization" has become a maritime adminnistration to enhance and strengthen the ultimate goal of self-construction,as ZhangJiagang maritime management development of the natural pursuit.From the perspective of public management, "to make navigation safer,make the waters cleaner" fundamental responsibility to promote ZhangJiagang maritime management "modernization",will be directly related to the maritime administration regulatory level and service capacity upgrade file.In view of this,this article combines the perspective of public management, mainly uses the new public management theory and modern management theory knowledge system,trying to study the modernization of maritime management under the framework of national governance system and management capacity modernization. By combining the modern management theory,the article points out the meaning of maritime management modernization and explores the basic characteristics of maritime management modernization.Combined ZhangJiagang Maritime Adminnistration investigation,analysis of management status, identify problems.In the end,The paper puts forward four construction directions: modernization of management idea,management efficiency,professionalization of managerial personnel and legalization of management behavior by using the new public management theory and drawing on the advanced experience of developed countries and regions,The application of technology,the personnel team and the administration according to law as the core of ZhangJiagang maritime management modernization construction way.The study will further optimize the management of basic level government,enhance the modernization level of ZhangJiagang maritime management and enhance the public influence of basic level government units,and highlight the status and role of maritime administration agencies is valuable in ensuring the stability of water traffic safety and serving the local economic development.
