Maritime terrorism is going to be a new type of threat launched by terroristic organizations and terrorists. As the exploitation of marine resources expands and deepens by coastal states and more attention paid to maritime rights and interests, maritime disputes have been increasingly fierce. This is very likely to trigger off terrorist attacks. For China is one of the world maritime powers, Former President Hu Jingtao put forward an ambitious goal clearly in the report of the18th NCCPC, which says that we should enhance our capacity for exploiting marine resources, develop the marine economy, protect the marine ecological environment, resolutely safeguard China’s maritime rights and interests, and build China into a maritime power. Marine economy will certainly become a new growth point of our national economy. Therefore, coping with maritime terrorism effectively, safeguarding China’s rights and protecting people’s lives and property resolutely and creating a safe, stable and harmonious marine environment to build a well-off society in an all-round way is a great task for China Coast Guard.The severe and complicated maritime counter terrorism situation is a big challenge to China Coast Guard. As the only maritime armed forces of China, its present management system has experienced more than thirty years of innovation and development. However, when facing the threat of maritime terrorism, the system still has various defects. It has its source in the incompletion of China’s maritime law enforcement management system. Through empirical analysis and comparative analysis, this paper fully draws on the experience of America’s management ideas and practical experience in coping with maritime terrorism and puts forward some targeted strategies for innovating management system of China Coast Guard. Hence, China Coast Guard’s management ability to deal with maritime crisis can be enhanced effectively, and then we can create a safe and stable marine environment to realize our strategic target of being a marine power.This paper is divided into seven parts:Chapter one is the introduction of research background, research significance, research status at home and abroad, key problems of the research, and theories and methods of the research. Chapter two focus on the definitions about maritime terrorism. It analyzes the threat of maritime terrorism and its development trend as well as the complexity of maritime terrorism and new demands for management system, and it also introduces the main law enforcement force in coping with maritime terrorism. Chapter three mainly discusses the establishment of China Coast Guard’s management system in traditional safety condition, especially analyzes its basic features from its management ideas, organization and operating mechanism. Chapter four analyzes the obvious situation of maritime non-traditional security elements and its relationship with management system, and then points out the management system’s inadaptability. Chapter five, taking United States for example, compares their management system with ours in order to provide some suggestions for our innovation. Chapter six puts forward China Coast Guard’s countermeasures to management system innovation, according to its theoretical support, objectives and principles, and specific methods. The last chapter is the conclusion and prospect.
