The work of attracting investment is related to the development trend of local economy,and to the stabilization of foreign capital,investment and market expectation of the local gove rnment,which is the core work of the local government.Zhangjiagang has successively launc hed "Investment Breakthrough Year" and "Project Acceleration Year",aiming to boost the city’s economy and inject new impetus into the city’s development.Personnel engaged in govern ment investment promotion work include investment promotion personnel of government age ncies,temporary employment investment promotion specialists and investment promotion con sultants contracted by the government.Since 2017,Zhangjiagang City has issued investment motivation policy documents.In order to improve the work enthusiasm and efficiency of inves tment attraction personnel and stimulate their work enthusiasm,it is necessary to further impr ove the motivation policies and assessment forms,so as to promote the smooth progress of in vestment attraction and achieve the expected goals.This paper mainly combs and studies the i nvestment motivation policies of Zhangjiagang City and the towns(districts)within its jurisd iction,combines the two-factor theory,success motivation theory and principal agent theory,o btains primary data through interviews and questionnaires,analyzes the existing problems and causes,and put forward suggestions and measures for optimization.Through the stud y,it is found that the object is not detailed,the way is not scientific,the procedure is not reasonable and so on.The causes of these problems include the neglect of th e diversity of incentive objects,the lack of pertinence and effectiveness of incentive methods,the lack of competitiveness of salary level,the weak incentive intensity,the lack of supervisio n and guarantee of incentive procedures,the lack of timeliness of incentive process and the sh ort coverage cycle,etc.In view of the problems and causes existing in the investment motivation policy,count ermeasures and suggestions are put forward,including focusing on the diversity of incentive objects to make personalized policy,paying attention to the pertinence and effectiveness of incentive methods,paying attention to the efficiency of the process and long period,trying to strengthen the supervision and security work do policy fair,simplify the policies and procedur es,etc. |
