The Research Of Obstruction Factor And Resolution Strategy For The Termination Of Public Policy

The termination of public policy is an essential important link in the complete policy making and self-renewing process, it plays an important role in the process chain of public policy. Compared with other aspects of the policy process, there is less academic attention for the termination of public policy, resulted in that the theory research of public policy termination cannot satisfy the practice requirement of public policy. In the practice of public policy termination in our country, a kind of "movement" or "red tape" is usually put an end of the inappropriate public policy. However, this termination form of public policy is un-normal type, the subjective and arbitrariness is strong, and the effect is not ideal. In order to make the practice of China’s public policy termination can be able to accords with the theory and the law of public policy termination, this paper chooses China’s public policy termination as the research object. The research of public policy termination is discussed between obstruction factor and resolution strategy, in order to put forward the counter plan based on reason-analysis.Firstly, this paper expounds the research background and significance, research status at home and abroad, the research content and method for the termination of public policy. By the means of consulting a large number of literatures, the paper makes the definition and interpretation of related core concepts and basic theory, and clarifies the basic theory and related category for the termination of public policy. At the same time, both the necessity of public policy termination and the influence factors are well analyzed. Then, based on combining a number of related typical cases, the practical difficulties and reasons of our country’s current public policy termination problems are deeply analyzed from different perspectives, such as the interest game, resistance behavior of policy subject, high cost for policy termination, lack of organizational guarantee, etc. Meanwhile, the causes of these resistance factors are deeply analyzed from different aspects, such as idea lag of policy termination, interest driven, organization inertia, absence of relevant legal system, etc. Finally, this paper expects to provide reasonable suggestions to promote the practice development of China’s public policy termination from the following seven aspects:Changing the concept of public policy termination to strengthen the sense of identity; Improving the mechanism of interest game rules to perfect mechanism; completing the policy evaluation mechanism to strengthen the supervision and feedback; Grasping the timing of the public policy termination and seizing the favorable opportunity; Playing a role of public opinion for public support; Abandoned the old and create news to alleviate the pressure of the public policy termination; Making the necessary compromises to reduce the termination price.
